It's hard to provide word of mouth evidence, but anti fracking groups have received unofficial support from senior management (Area / Regional Manager level) in the North West region and the South East, especially Kent and Blackpool. It was made clear to intervene/delay applications, even if on first glance it is outside the EAs remit. The EA and its managers should not be taking political sides, but they do on regular occasions.   3. With pensions the biggest, I guess that figure is inflated by the index linked pensions that civil and public servants get for obstructing progress so successfully.
